The Workforce Innovation and Opportunity Act (WIOA) provides the framework for statewide and local workforce development systems to increase the employment, retention, earnings and occupational skill attainment of U.S. workers, particularly those individuals with barriers to employment so they can move into good jobs, as well as provide businesses with the skilled workforce needed to make the United States more competitive in the 21st century global economy.

WIOA’s Goals Are:

• Increase access to employment, education, training and support services.
• Create a comprehensive, high quality workforce development system by aligning workforce development, education and economic development.
• Improve the quality and labor market relevance of workforce investment, education and economic development efforts.
• Promote improvement in the structure and delivery of workforce services.
• Increase the prosperity of workers and employers.
• Reduce welfare dependency, increase economic self-sufficiency, meet employer needs and enhance productivity and competitiveness.
