Our Board and Leadership

The CareerSource Brevard Flagler Volusia Workforce Development Board is representative of the employer mix in the community. Working in conjunction with business members on the board are representatives of local government, education agencies, organized labor, economic development, community-based organizations and social service agencies. The board is comprised of 26 board members.

History and Precedent

Workforce Boards were preceded by Private Industry Councils (PICs) which had a narrower function than the Boards. Private Industry Councils were first created in 1978 under the Private Sector Initiative Program to increase private sector involvement in federal job training programs. Four years later they became the key local governing bodies under the Job Training Partnership Act of 1982. Later legislation relating to the training and placement of welfare recipients, federal funding of vocational education, and programs for dislocated workers invested PICs with additional oversight responsibilities.

In 1998, the entire federal approach to workforce development was reformed under the Workforce Investment Act (WIA). In the process PICs were eliminated and Workforce Boards authorized.

In 2014, the Workforce Investment Act was rewritten to the Workforce Investment and Opportunity Act (WIOA).

Composition of Directors

Private employers must comprise 51% or more of each Workforce Board in the CareerSource Florida network and the chair must be elected from private sector board membership. Specifically, business representatives shall represent companies with five (5) or more employees and meet all state and federal requirements.

Appointment of Directors

The governing legislation and policy direction of the corporation’s funders determine the manner in which Directors are made members of the Board. Representatives are appointed by the Board of County Commissioners. Nominations for appointment of Directors to fill vacancies on the Board or to increase the number of Directors on the Board shall be by vote of a majority of Directors then holding office, including those Directors whose term shall expire at such meeting. In case of conflict among funders, federal funding requirements prevail.

MARCI MURPHY
Executive Director

As Executive Director of CareerSource Brevard Flagler Volusia (CSBFV), Marci Murphy is ultimately responsible for all areas of management and an operating budget that exceeds $17 million dollars.

Ms. Murphy has a long history of workforce development leadership having joined CareerSource Brevard in 2002 as the Youth Program Coordinator, before becoming the Vice President of Operations in 2005 and the President in 2016. Her leadership, technical direction, performance oversight and long-range planning supports CSBFV’s six career centers with a demand-driven, solutions-based, business service model.

She is leading her team’s sector strategy approach in solving Brevard, Flagler and Volusia county’s workforce challenges by directing initiatives in the Aerospace/Aviation, Advanced Manufacturing, Healthcare, Construction and IT/Cybersecurity industries on local and regional levels. She has been an integral part of the organization’s success with community and industry outreach.

Ms. Murphy also gives her time and talents to many community and industry organizations, including the Economic Development Commission of Florida’s Space Coast Board of Directors, Endeavor Elementary Leadership Advisory Council for Community Schools, the Early Learning Coalition Board of Directors, and the Civilian Military Community Relations Council.   She is currently a member of the Workforce Development Council of the U.S. Conference of Mayors, representing local, regional and national workforce initiatives.

Ms. Murphy holds a Bachelor of Science in Business from Eastern Illinois University and is a 2007 graduate of LEAD Brevard.  She resides in Melbourne, Florida with her husband Philip and has lived in Brevard County for 38 years. She has a daughter, son-in-law, and three granddaughters that live in Tallahassee, Florida.
